if youre talking about the woosh or or whistle noise some cars make when you lift off the the throttle, its the blow off valve. only for turbo and some supercharged cars.

basically, it allows all the pressurised air to be released from the intake pipe when you close the throttle, so it doesnt do damage.

and no, you cant install one on a car without a turbo or supercharger
