There are slight differences between year models (obd-1 and obd-2)
Heres a diagram of the pinouts of the clusters (info and diagram taken from http://www.honda-tech.com/showthread.php?t=1053318 look here for more info):
NOTE: JDM Integra Type-R clusters will work with these diagrams. Make sure you know which spec cluster you have. 96 Spec will have a catalytic converter icon near the CEL and the 98 Spec do not. Use the 94-97 Integra diagram for 96 Spec and 98-01 Integra diagram for 98 Spec.
ANOTHER NOTE: To tell the difference between a 94-97 and 98-01 clusters is that the 94-97 clusters have grey gauge faces while the 98-01 clusters have black gauge faces. Also, 94-97 clusters have the seatbelt, door ajar, and SRS lights in the upper right light grouping, whle the 98-01 clusters have door ajar, ABS, and SRS in the upper right light grouping.

With reference to the key icon above, all '98-'99 VTi-R + '99-'01 ITR have it for immobiliser. That part of the table isn't quite right.

Should be plug and play but some of the cluster warning lights (ie. door/boot open, seatbelt etc) are in different locations dependant on the year of your GSI and the year of the ITR cluster.
If the ITR cluster is in the same year range of your GSI, cluster warning lights should be the same location. If not, say if you don't have your seatbelt on, instead of the seatbelt light turning on, u will have the open door warning light showing (because on the 98-01 DC2Rs, the door open light is in the location of the seatbelt light in the 94-97 DC2s).
I heard one way to get the lights to correspond correctly if ur swapping different clusters from different year ranges is u swap the green backing on rear of the cluster. Something i heard, but never tried..

Its only a couple of wires so you could simply remove the pins from the plug and change the wires to the correct location.

Well the tachometer is exactly the same in all cases so that shouldn't change at all so the 1st couple of posts aren't correct.
The second post is right in the way that if the cluster you get has a higher redline, then you should not drive according to that, but drive by the redline of the original cluster you had. You do not want to over-rev your car all the time.
It will be some simple re-pinning if you get the different year cluster to your car, but thats nothing major. If you get the same year it should be all plug n play.
I just repinned an entire EG harness to mate with the DC2 dash harness and cluster for my DC2 dash into EG and this diagram worked perfectly for me. Everything on my DC2 cluster and dash works perfectly.
