Check the brake fluid level in the Master Cylinder in the engine bay.
I'm not certain but i think some honda's have a low brake fluid light on the dash.
There is a wire that goes into the MC cap and it somehow records the fluid level, displaying a light if it's low.

have you checked the globes themselves, because if you simply look at the tail lights it's hard to tell, pull them out and see if both tail and brake fillaments work.
btw, are you sure it's a 3rd gen? because 86's are 2nd gens

Sounds like your globes are weak and about to die. It's warning you before they do. Check them and probably buy new ones.

There is a little monitoring circuit in the rear lamp assembly which monitors the lamps and lights up that dash symbol. There is a testing procedure in the full workshop manual, but you will need a multimeter.
My gen 3 had that problem for several years, but the globes were fine. I eventually fixed it by cleaning up the contacts on the globe. For a while. It came back again a couple of weeks ago. HAve to fix it all over again.

There is something wrong with it. The thing is finding what is wrong with it.
Whether a globe is about to break or there is something wrong with the wiring that makes it think a globe is broken. If you want the light off then you have to figure it out unfortunately
