7th gen gli cigarette 12v problem

Hi, i've got a friend with a 7th gen civic gli and his 12v cigarette lighter fuse keeps blowing, at first i thought it was my gps that kept blowing it, but then he tried another device and it still keeps blowing the fuse, what's a possible cause of it? and how can i rectify the issue?
