Gen 2 integra rear bar..need help!!

i was going to put a body kit on my 1991 integra LS but i saw one recently near my house and theyd done something different. there looked like there was a lip or attachment they had added to the rear bar so it looked lower and it just made it look like a completely different car. i havent been able to find anything like this though does anyone have any idea what kind ofpart this is?
