when air con comes on rev goes higher,
something wrong with the condenser?

thats supposed to happen, as aircon turns on a signal goes into the ECU saying there is a load, and the ECU in turn ups the revs to compensate.
As for not getting cold, Get a thermometer, close all your windows, put it in one of your vents, set fan speed to #2 , put airflow onto reciruclate, and stall car up between 2-2500 rpm, and see what the temp cylce is, on average normal operating systems cycle between 6-10degree's. Try that before you go paying someone that might do the exact same thing.
If it 'feels' cold sometimes and not the others, condenser might be freezeing up also. Either way do whats mentioned above and go from there.

you should close the vents that allow air from out side to enter into the car. leavin the vent open u will get pollution from out side and hot air from the engine into the car. Also put it on cold max and high fan speed and drive for a while until you can feel the cold air that might work.

setting it to re-circulate means vents only take in air from within the cabin, like I said, the method you're suggesting wont give you much feedback, the proper way to test aircon temp is the way Ive described
