EK 96-98 -> 99-00 conversion

Hey guys just a curious question?
some ppl tell me that the ek 99 00 model front and rear lights wont fit on a 96-98 model ek?
can sum1 confirm this and why it doesnt fit?
because of dimensions or ?

but the headlights don't. Different size

you need to change more then the front bar..
