Paint flaked, what should I do?

Found this bugger when I was washing my car, don't know how it happened. But never the less how should I treat it? I can see a thin layer of rust forming, obviously not good.

touch up paint or clear nail varnish... gotta cover it up before more damage occurs...

Take off the flaked paint, apply rust convertor to stop the rusting and then cover up with touch up paint.
