What car?
Most integra's / civics have their fuel filter in the ENGINE BAY near the brake fluid reservoir.

Carby cars tended to have the filter at the tank, EFi cars tend to have them at the front of the car... except the 3G Accord which has two - one at the front and one at the rear.
Teebone - I have a 4th gen Civic manual here if you are in Sydney and want to borrow it.

Aussie spec ED6 hatches have NO manuals in either printed or pdf format. The only manual available is the haynes one and its for US spec cars - which didn't come with twin-carbs. The aussie car has similarities to the UK spec 1400 twin-carb and the JDM XT25 1500... but... there are no manuals for them either. But... the haynes shows where the filter is - just remember that the DX, EX and Si spec USDM cars are EFi and not carbed so there will be a few differences.
Cliffs notes: no manual available except one for a varient of the ED/EE/EF - which doesn't cover a lot of the aussie stuff but does have some limited use.

89 Civic has the fuel filter mounted on the fuel tank , if you safley jack up the car and take the Left rear wheel off, look at the fuel tank and you will see some orange /red fuel lines going to the filter which is hiding under a plastic cover. the plastic cover has two plastic clips holding it on, then with that removed you will se the fuel filter, its advised to clamp off both lines to prevent fuel spillage. undo the filter hoses by pulling the hose clamps back then pulling off your hoses, take note how the filter came off as they are directional. put the new filter on in the revers way you took the old one off, make sure the fuel lines and clamps are on correctly and put everything back together. start the engine and look for fuel leaks. there is also another filter in the engine bay mounted on the manifold, just follow the fuel line.
