would anybody know if a Apexi NEO works on a CL9?

It WON'T work but from what I've heard it's very limited. It can't even do VTEC crossover.

No, it won't because you will get a check engine light and your engine will go into limp mode. The Neo doesn't have an input for the crank angle sensor. If you want to use a cheap interceptor, go for the Apexi VAFCii instead.
