used or new hamp

I just recently bought a hamp filter off ebay and it arrived and when I opened it.. looked like wtf.... doesnt look like the usual there was only half the platsic seal showing and then it looked like this.

It might not be used but there's a problem with this right?

maybe 1960s stock ._. thats why its all rusted and the seals popped.

its just OLD. that is surface rust.

ahh.. ebay...... fail. yeh I saw some flakes that were from the top of the inside and the inside were rusted too... and heads up to you whos buying hamp from an ebay seller from melbourne. LOL maybe I can sell it as a JDM antique item.
