im not huge on the mechanical side of things so no suggestions but it definately sounds like there is something wrong.
my old 86 has sweet brakes. except when i put 17s on...reduced the braking to the same feel as my mothers excel.

when you come to a complete stop, do you feel like you need to apply more pressure to brake pedal the closer you come to a stop? if so, then its most likely your brake booster or brake master cylinder. also just check for leaks in the brake hoses, attached to your calipers.
you may as well check for leaks from you brake proportional valve
