have you warm up the car yet?

What do you mean by lag. Do you even let your car warm up before you drive?

Could be your Idle Valve needs cleaning.

if his clutch was ****ed it wouldn't hold rpm, it would rev and not move.

the problem u have could be due to a million differnt things, could not be getting fuel, not sparking, ect ect.

Most likely didn't warm up the car. My car lags too when it hits 4000 (but that's my vtec point) and vtec doesn't engage when cold. :)

you should start driving when you first start up ur car, and granny drive (nothing above 2-2.5k rpm) until its up to temp.

Didn't you just rebuild your engine?

I'd assume it's due to you using the stock ECU, with aftermarket cams. Or have you got a S100, S300 / PFC yet?
