obiously there are alot of variables but what should it be on average?

prob somewhere between 180-220psi & less than 10% variation between cylinders.
if u see 150psi or less,or more than 10% variation,than u are not testing properly,your gauge is broken or u really need to do some further investigation on the motor such as a leakdown.
comp test will not necessarily show up all problems in any case,if u are seriously concerned about the motor then do a leakdown as well.

remember when doing a compression test....
to disconnect the dizzy , and fuel pump.
Make sure engine is WARM. And apply WOT (wide open throttle) when turning the key too.

what about if its a non running half cut?

cold motor wont matter much for the purpose of a comp test,as long as u can crank the motor to test its health than u should be ok.
consistent testing is the key between cylinders & easy enough to open the throttle if no throttle cable attached.
if your forking out serious cash,insist on a leakdown as well.
