b20z1 blocks have higher compressions and slightly more hp compared to b20b's

a better block to start off with, but if you're going to change pistons and rods

it should'nt make that much of a difference

We didnt get the B20z in oz, our equivent is the B20b8 with the PHK pistons which will give you slightly higher comp if you plan to stay with stock internals

yup B20B8... If you planning on using stock pistons.
With PR3 head B16a-B18c7 head = 10:04 compression ratio
With P72 head B18C2 = 10:12-10:23 compression ratio
There are other factors such as headgasket thickness, how much the heads been decked so dont quote me on specific figures.
the others are B20B4,B20B3 lower compression and a JDM B20B which depends on year model for difference in compression i think...

is 12.5:1 too high for stock sleeves?

Wouldnt say its too high. Personally around the 11:1-11.5:1 for a B20 on stock sleeves is safe.

With a good tuner should be fine
