How many REP points do you need???

Hey guys just wondering if someone can answer this for me... ok... i have 3 rep points... and i was wondering how many more do i need to have before i can sell stuff?? or is there an amount of time that you have to wait before it all processes or something..?? (and yes ive read the link on it) but that still doesnt help me much... just wanna know how many rep points you need before you can sell??
