Based on the fact that it's done 148,000km, doesn't have any apparent problems and is serviced roughly every 7,000km or atleast once a year.. is $11,000 for a 2002 Civic, a good price?

Here it is: http://www.carsales.com.au/all-cars/private/details.aspx?R=7885602&keywords=&tsrc=allcarhome&SearchAction=N&__Nne=15&MileageTo=753&PriceTo=410&__Qpb=true&PriceFrom=462&YearFromShort=1640&silo=1011&seot=1&__sid=12540C99DAA4&__N=1216%201246%201252%201282%204294965322%2042949 65250%20462%20410%20903%201640%201621%20753%201561&__Ns=pCar_PriceSort_Decimal%7c1%7c%7cpCar_RankSort _Int32%7c1%7c%7cpCar_Make_String%7c0%7c%7cpCar_Mod el_String%7c0&Cr=6&trecs=24

Apparently no accidents or mods. The interior looked like it was in good condition. So did the exterior, a part from a few scuffs. It drove well and sounded normal.

I spoke to RACV's Motor Advice department and the guy said for $11k and the amount of KMs it's done, it's how much a dealership would charge. But that's because they pay for rent, advertising .etc. AND give 3 months statutory warrantee (unlike private sales). He said that it's worth about $9,500 - but shouldn't spend more than $10,000.
I told the owner that and I said $10,200 (he's including a GPS as well). He said $10,500. He said otherwise he has a few more people doing inspections this week, and if they don't offer more, that he will give it to me for $10,200. But I have a feeling that if he's not lying somebody's going to fall for that price.
It's only another $300, but I sort of feel responsible to the principle of why should I pay more than what it's worth, when if I was to buy it, and then sell it a few years later, I would lose out of it more than I should, because of the number of kms accumulated. What do you guys think?

Depends on you, the buyer. If YOU think it's important to be in good condition, been serviced regularly, accident free, then you would value it higher. Also do you specifically like the model, colour, specs it comes with it etc etc. Remember its worth what YOU want to pay for it, not about being higher or lesser than its worth, IMO in the 2nd hand market each car is very different from each other so you can't compare on a single figure, more of just a ballpark figure.
