Hard to start. Need help :(

My mate has a 94 integra VTI-R. When its cold it takes forever to start, cranks and cranks but wont fire. He has replaced plugs, fuel filter, dizzy cap and rotor button. There are no D.T.C's. When the car is operating temp it starts fine every time. Thinking it might be fuel pressure related but not sure. Engine is not modified. Any help appreciated.

Check your main relay.
