I reckon blue car would go with blue wheels but maybe with a black or red lip to break it up
Black car and blue wheels goes nicely too, seen some pics but hard to find it again

Yellow if you want to really stand out from the rest, a guy I knew had an old Mazda that was bright yellow with metallic blue wheels. Stood out like a sore thumb. It was also lowered and had a turbo so that didn't help its case.
