If I'm gonna get a respray on my EG from a shop or something, will they get rid of the rust 1st then paint the car?

Depends on the workshop, if they're dodgy they'll just bog it up and spray over it.
If they're a good workshop, they'll cut out the rust, reweld the hole, smooth it out and spray it.

they would sand the car back, and fix all the things and primer, spray, clear.

well, thats how most resprays are worked.
but yeah if there dodgy or reputable, theres a diffrence in everyones work.
