Air filter and intake

Hey i was wondering if i changed a air filter and the pipe, and replace it from my stock one. what does it actually achieve in my car?
does it actually do anything? is it worth the money? and will my car sound louder? cuz i dont want that extra sound, got a cannon muffler already.
