ripped thing?

Hey guys.. gota INTEGRA da9.. new motor n all .. anyway..

Theres this thing my mate picked up today.. i actualy got some sort of metal wire thing thats ripped off? a little red one..
i took some pics?

It comes off the throttle body, its rapepd in like a red carpet rope material. just above the air filter arm thingo

i didnt resize the pictures so you guys could zoom in n shit .. to see.

I looked at the input on the throttle body and it seems to be brokne off inside there?

my quetsions are..


What is it ?
What does it do?
Is it important?
What will happen if its not fixed?
How to fix it?

Im just gonna take a guess but its next to the idle air screw, maybe it has something to do with that? If it is, it helps u adjust the idle lower or higher more finely.
