No , because it comes under the "replacement" engine rule.
It is
1.under +15% increase from original
2. same/similar chassis
3.proper OEM brakes ( front n rear discs )
4. same or better emissions controls.

In that case putting a h22a in a civic hatch, would that need to be engineered?, is that a 15% KW increase or a 15% capacity increase, under a capacity ruling you could have anything up to a 1.8 liter and under a kw increase thats all variable to the engine you are putting in.

1. Cost varies from $500-750. Shop around... there are many around sydney.
2. no need for engineer cert for this conversion if U have an eg Si though.
3. if U are planning on doing other mods (eg. coilovers), and want an engineer cert for peace of mind sake, make sure U get them to write in the report everything (to make ur moneys worth)

to put it in perspective IF you HAVE a eg SI or VTI
eg conversion to b16/a/b/lsvtec. dont need cert
eg conversion to b18c1/7/r dont need cert
eg conversion to h22a/b20vtec you need cert
eg conversion to k anything you need cert!
