you're going to become and artist when youre done, it is possible, even though when you weigh up the costs of filler, labour and other supplies needed as opposed to going into Honda (you're even in Melb which is better as the bars are in stock there all the time) and buying a new EJ8 (tell them you want a 96 VTi coupe bar, they don't understand EK, EJ, only vins or years lol) pay them around 200 and then prep and paint, will be alot easier :)

thats incredibly cheap for a brand new bumper bar from Honda... does it need the different reinforcements too?
To answer the question, it may be difficult to get body filler, which by natire cures hard, to stick too, and remain in once peice in what is a plastic/abs flexible structure...

the bumper was that price unpainted not in primer (so a black plastic bar) will bolt straight onto any 96-98 civic without any mods
if anything it should be cheaper as the dollar is very strong, pity it prob won't get reflected in the price atm
keeping the shape without it losing the perfect curve in that type of repair is hard, had to do it to my front bar years ago when a trucks tow hook whilst reversing scrapped a large section off it, was as much as a bar to do by the time labour, material, plastic primer (bit hexy stuff), paint, clear and bake go into it.
