Cold Air or Performance Exhaust for FD1

Just wondering which would be the better upgrade for a Civic fd1 like in terms of performance and price~

Injen Cold Air intake or a full exhaust kit?

Price of the exhaust will depend if you go custom, branded etc. but for performance try and do both at the same time as they're kind of dependent on each other.
