want to put some 16x8, 0 off-set wheels on a car
just wanted to know what the law was with off-sets, and wheel size
and if you flare the guard enough to cover the wheel is it still a defect?

Consult your local roads authority. For a car to be roadworthy in any Australian state or territory I believe it must conform to both the relevant ADRs at a federal level, and also conform to the individual states vehicle requirements. The ADRs are fairly generic and only cover fairly basic things like lighting and safety equipment. HERE (http://www.infrastructure.gov.au/roads/motor/design/adr_online.aspx) is a list of the current revisions of the 3rd edition (most current) ADRs.
HERE (http://www.rta.nsw.gov.au/registration/downloads/vsi/vsi09_rev4.pdf) is the relevant RTA VSI document, stating that 25mm is the maximum track width increase and 26mm is the maximum wheel width increase without an engineers certificate. So your proposed wheel is not roadworthy when fitted to any Honda passenger car in NSW. HERE (http://www.rta.nsw.gov.au/registration/downloads/vsi/vsi_dl1.html) is the list of the RTAs documents on vehicle standards.
Similarly for anyone reading this thread in Victoria a maximum track width change of 25mm is allowable and the wheel and tyre may not protrude past the guards with the steering in the straight ahead position. But your crappy Sportmaxx wheels increase track width by more than twice that at each side. So your car will not be roadworthy in Victoria. On a more aesthetic level 16x8 0 offset wheels fit very poorly on most Hondas and you will need stretched tyres and significant camber to get them to tuck under the guards, which by itself is going to be frowned upon by the po po. To get the wheels to be non mexican the car will need to be very low. Again the po po won't be a fan of such antics.

if your increasing the offset make sure you've got enough clearance with other suspension parts. it could be an issue with such wide wheels.

ok, 15x8 +25 off-set??
ive seen them on eg civics
15x8 +25 on egs will still stand out heaps.
