How would 19x8 wheels sit on an accord euro with
225's up front and 245s at rear and roughly +38 offsets.

Should be fine...

I'm running 18x8 front and rear with 235's.

19's won't hurt

Assuming you're talking about the Euro Sport (or Euro-R) rims.. they are +55 offset, 17x7, 5x114.3. :)
