Nah it wouldn't, they are different. the 97 would only suit the models 1996-98 known as pre-facelift. and 1999-00 is a facelift

It will only fit if you also change over the grill, headlights, fenders (possibly inner gaurd covers as well, but they're not really needed anyhow), front bumper and dremel the 96-98 radiator stay to accomodate the new grill (thread on clubcivic/hondatech with where to use the dremel wheel). Then a 99-00 bonnet will fit a 96-98 civic and it would then be a facelift model from the front end.
