yes BUT
only if you get an ADR aproved one...which apparently costs shitloads...all those $300-400 ones arent adr aproved and are defectable

yeah they are illegal, you will need an engineers certificate for carbon fibre bonnets.
APPARENTLY its even more dangerous for pedestrians if you were to hit them, lol.

you have to get them certified, which means running tests, where from the poeple I personally know with them have had to buy around 8 hoods to complete the strength tests (as you will break countless numbers of them until one doesn't fail)
been years since anyone has bothered, hardly worth it as it would cost around $4000 by the time you're done, and that won't stop police still having a sticky beak here and there
would seriously be looking at making a fibreglass item, alot easier standards to follow
best bet is to prep both sides of it and have it painted, still illegal but won't get noticed, just make sure you get one that is made by a reputable company so there's no ugly gaps that are a dead giveaway

if you must have the carbon look, do a very small layer of carbon overlay over a spare stock bonnet (make sure its spare so if theres any trouble you can just swap them back) or use the vinyl
