R-Spec Vtec Controller vtc82x

I know a few people have this vtec controller, I just bought mine off ebay. If anyone needs a copy of the manual (in english) I just had it emailed to me by a guy in Japan. PM me with your email address and I'll email it to you.

What does the vtec controller actually do besides make vtec kick in quicker??
Does it make the vtec engine pull harder from lower revs!!??
