Sand it down with fine sandpaper (confirm with the polish pros)
Auto-sol metal polish.
Elbow grease.
If its super tough, you can use metal wire brush.

First use fine sandpaper to get rid of lodged particles and such (if there is)
then use metal polish with a cloth to finish it off
Test it on a small area first as it might strip the paint

paint stripper to remove the paint.
The surface underneath should be pretty smooth so shouldn't take too much to polish up.
Wet sand from around 1000 Grit upwards unless the surface is quite rough. Then use the metal polish in the same way you would a normal paint polish, apply with a little bit of force allow to dry and buff off.
