lets say with a a 16x7 +40, the outer edge of the rim sits just right on the edge of the fender.

then with a 15x6.5 +40, because the width of the rim is less, the wheel is pushed in by 0.5inch into the wheel well yea?

so with a 15x6.5 +35, the wheel is pushed back out a little so its on a similar position as 16x7 +40?

correct me if im wrong please

Changing only the width will cause you to either lose or gain clearance both on the inside and the outside - offset is measured from the CENTRE of the rim. You can imagine that a rim extends +/- half the width from the offset away from the hub.

Also, offset is measured in millimeters, not inches.
