Removing Number Stock Plate holder (CD5/6)

Well I've seen some sexy as CD5's and CD6's Here. Many with a moved front number plate holder.

So as I'm a copycat I wanna do the same thing but not sure how.
I had a glimpse at it today and it looked like all one peace conecting to the black front lip (the peace in front of the radiator).
So before I get my hacksaw out is there any proper way to get it off?

And secondly, how should I mount it on down the front right?

you must remove the front bar and take off the bolts from behind

I've done it without removing the front bar. Instead I did it from the bottom with the cover removed and the car up on a hoist
