89 civic sedan rough on start ups

So generally on cold mornings when I first start the car it idles rough and lacks power until it warms up, I think this is a common problem with the carby hondas - I searched and found some info, but no concrete solutions on what to do for it.
Can anyone tell me what might be happening and what I can do to fix it?

It's normal isn't it? Most cars don't have a lot of power until they warm up. Oil needs to reach a certain temperature to become it's most effective viscosity.

maybe the choke is stuck open?
