Maybe try replacing the rubber seals around the bulb housing?

If you can get em replaced do so!!! I'd suggest silicon the edge of the rear light then to prevent this happenign again but from year to year i'd inspect the silicon

Obviously like everyone else has said, get them replaced if you can for free.
Otherwise, the other solution is to change the taillight gaskets.
Example:

Then, all you need to do is take off taillights & old gasket.
Drain taillights. Replace gasket then put everything back together.
Or just buy a second hand pair of taillights that aren't leaking.

my tailight used to fill right up, like a fish bowl!
i got a new tail light gasket, about 6 months ago from honda (about $20 as far as i remember), and havent had a problem since.
i put a bit of silicone around the seals just to be 100%.
