did you use flare nut spanner? i was swapping my rack few days ago, and yeah had same problem like you.
but i got flare nut spanner, so once they're in tight i gave it a quick nudge to crack it and it worked.
somehow my 10mm flare nut spanner actually makes every nut i try to loosen round. only that 10mm one is shthouse.

vice grips.
this^^
just break the seal with the vise grips, then loosen with flare nut spanner. i thought there wasnt enough room either, but i made room moving things around

wow lol, maybe you didnt do it right. did you tighten the vise grips very tights on the flat spot of the flare nut?
your only chance now to get it off, is use some sort of rust cracker to break the seal and then use vise grips.

Or you can cut the excess pipe and try to fit over a socket.

you could have used this.
I have the set, took care of a rounded lug nut and came out without a scratch.....
