Its a race header, meaning CAT delete.
If you had that header and wanted a CAT on it you would have to modify it and have a cat Welded or customed flange made to fit.
modifying the CAT on the B pipe might sit a bit too far and the CAT mat not work effectively as it needs to be heated up.

buy the header.
buy a cat.
go to the exhaust shop. get it welded on. it aint that hard.
regardless of where your cat sits. as long as you have one. unless oyu wanna be sent to EPA and cop a madddddd
$4000 fine or someshit for not meeting enviromental standards.
IT does matter where you bolt it, if it doesnt work and it smells, cops will have him do the EPA/emissiosn test to clear.
If its too far from the header it will not be at optimum working temp.

Other Ways to Reduce Pollution
The catalytic converter does a great job of reducing pollution, but there is room for improvement. One of the catalytic converter's biggest shortcomings is that it only works at a fairly high temperature. When you start your car cold, the catalytic converter does almost nothing to reduce the pollution in your exhaust. This is an important note when taking your car for its MOT - make sure that it has had a good steady run to heat up the Cats to working temperature or you could fail your emissions test.
