engine problems with civic

Hey guys

just recently this has happened to my civic with b18c.

for some reason it feels like the throttle will just close on its own even though im still holding it and then it will just reopen while driving so it feels like its about to die then it comes back ... basically in neutral i will hold the throttle slowly lifting the rev's as soon as it hits about 2-3 it will cut out and then quickly go back up and again keep dropping after 2-3. but if i put my foot down it will go pass 2-3. so if i were to drive normally it will cut out once i hit 2-3 and quickly go back up.

Hope people understand what i've said. its like the fuel is getting cut off or somthing i dunno and for some reason when this has happened for reason why i think the throttle closes or something on my vtec controller it tells me how much throttle % i have even though my foot is well down it will say 0% and then it will quickly go up again..

any help will be greatly appreciated..
