I thought the boot was suppose to cover where the steering mounts on to the boss kit and the bottom black plastic.

There is no way you can push that hard plastic down without reveiling where the steering wheel bolts to the boss kit, it is impossible.

Even if you push the cover down the diameter of the boot is larger then the plastic bottom cap.
