Hey man I doubt it unless its covered by warranty. What exactly is wrong with your seatbelt? Is the lock faulty? Does it come apart by itself? Go requisition one from a smash repairs. Ill ask my friend in the meantime if Honda charges you he has a car dealership, which most likely will be but ill look it up and get you a rough estimate if i can.
Found me helpful? then help me with rep.

Why don't you take 60 seconds aside and give a Honda dealership a call?

seatbelts dont retract.....because they are rooted. The internal clutch maybe broken - because they came from a car that had been in an accident DUH.

i think that is only when you take the seatbelt out of the car.
