You'd get defected no matter how small the change you make is, but it doesn't make much difference, you can pretty much get defected for anything you do these days.
It doesn't mean you WILL get defected. If the cops pulled over everyone who had done something technically illegal to mod their car, they wouldn't have time to do anything else.

i know in vic, according to the vehicle specification rules, u are alowed to tint the lights, but a certain percentage of light must be visable during certain conditions (pretty much just a measurement that can be enforced)... just check ur local rules

get some vht Night Shades paint (costs about $15, can is rather small but you'll get heaps of applications out of it) and a can of clear coat. take the taillights off the car (don't leave the light bulbs in em), degrease the surface to be painted, give both tail light sets gradual light coats. do light coats and leave to dry for about 10-15mins in between each coat. keep doing more coats till you're happy with the darkness of the tint and then do a couple of coats with the clear coat. although my tail lights look reasonably dark, the lights still shine through very well. the reverse lights aren't so bright anymore though so it's abit hard to see when reversing at night, but it's not that bad (just mask off the reverse light if you don't want this).
i've was pulled over by cops just the other day, and they didn't say anything about my tail lights. one of the outer lights is untinted due to it being a replacement for a previously broken one and i haven't had time to tint it yet so it's blardy obvious that i tinted my other lights.
just don't go overboard and tint em to the point where they're that dark that the light doesn't shine through and you'll be right... keep refitting em to the car and testing the lights to see how much light gets through (get a friend to help) if you're scared you might make em too dark. if the lights are easily visible on a sunny day, they'll be ok for any other type of day.

a lot of cars run tinted lights aroudn the eastern area in melbourne and they seem to be doing it fine AS LONG AS you do not spray the yellow indicator.

haha i did....
cops are funny sometimes. sometime you get a good one, but most time you get "bad" ones;)
dont laugh.... try a light shade woman's stocking and see if you like it. simply take the lights off and wrap it in a stocking. you can always rip them out when you get pulled over..... they are cheap as chips to replace.
