Guys, provided the car passes emissions test, what else will it need to obtain a fairly standard engineers certificate for the turbo conversion?

Car is running upgraded slotted rotors.

Note: Engine is a JDM B16A out of a EG6 running obd1 chipped ECU with conversion harness. (is this going to be a problem?)

This might be a big problem

The motors out of en earlier emissions bracket and even if you pass emissions they can still say no to reg

Correct - illegal to run eariler emissions standards - in this case 92-95 standards on a 96-00 engine !
OP , you will have to run atleast a EK4 or EM1 wiring loom and sensors - including 4 wire o2 sensor etc. Also a OBD2a/b ecu and go from there. The 92-95 b16a engine is essentially the same tho as a more recent b16a2 equivalent

You're best off talking to an engineer about it.

The RTA has a list of them on their website:
http://www.rta.nsw.gov.au/registration/downloads/vsi/vsi_dl1.html

See the document VSI 15 - Engineering signatories

I have dealt with Robert Elliot before and found him to be helpful.

Be aware that they are changing the process for certifiying modified vehicles this year to the Vehicle Safey and Compliance Certification Scheme (VSCCS):
