How can do identify my car as OBD or OBD-II?

I've got an EK4 Vti-R 1996 if anyone can help tell me which OBD or OBD-II scanner do i need to get a diagnosis

I'm about to head into Repco and buy a scanner. Are they all universal to plug on and scan? I google'd and some of the car that comes up the socket is under the steering rack.

I'm assuming the Honda one is the 3 pin connector that's hanging next to the 2 pin connector on the left hand side door trim is for the scanner?

All the scanners i've search are all 16 pin? Can anyone point out where I can find the socket for it or do I need an extra adapter for Hondas?

the ek has 2 connectors under the inlet manifold, i think. dont know if vti is different.
