lol had to,
are the revs jumpy or just contstant 3k? if constant
well sounds like a vacuum leak check around the intake manifold for any pipes not connected or any exposed holes and try put your hand or finger to block it to see if the revs lower. does it have a stock intake ?
if jumpy then the IACV might need cleaning up.

like just constant idle, hunting, slowing decreasing......

If your rpm stays at 3000 & doesn't drop, look at the throttle. It is likley open a little, off the stop or the cable too tight.
(NB: If the TPS isn't reading a closed throttle, the over-run fuel cut cannot enguage so revs will stay high.)
Vacuum leak is the opposite with a closed throttle, revs rise to 3000ish & drop suddenly & rise again where the sudden rev drop is the over-run fuel cut enguaging.
Same issue when IACV is stuck open. (Internal leak)
If you can't figure it out, go see your local mechanic, he should have no issue with this one.

sorry bout that guys- on neutral the engine idles at a constant 3k however after the car is moving and going into a complete stop the idle drops to about 1500rpm

also cold start the idle stays at 3000rpm for long time

change your intake gasket.. check the tps and throttle cable...

or get like carby cleaner and start the car and spray the carby around the intake manifold or other places to check when it stops and idles normal

I tried cleaning out my aicv and throttle body cleaned now the revs drops to about 2k constantly however when I'm moving and cum to a complete stop(in neutral) the revs jumps back to 3k. Went to good performance and they told me it's my ecu prob which will cost about $500 to fix for a another ecu and rewire?
Is this worth it? Or are there anoter solution cheers guys?

b18c ecu is not 500 dollars lol you can pick up a hondata s200 with b18c ecu for that much

Long shot, but have you tried adjusting the idle-adjust screw ?
