Is your car warmed up? Heater works from your coolants heat. During winter takes a lot longer for the heater core to build up heat.

could also be a blocked heater tap or core.

Check you fluid in you radiator, If low tap it with coolant.
Take the return hose from the heater and see if coolant is getting out. If not the heater core is clogged
Disconnect both heater hose, get a garden water hose connect it to one hose and open the water. try from both directions. while you are there check the thermostat if it stuck or bad and change it.
Flush you Radiator.
Put a new coolant 50/50 water/coolant. use good brand coolant.

all valid suggestions.
but I think they're all wrong.
I think the cable that adjusts the opening & closing of the heater core valve needs adjustment.

If temp gauge doesnt get close to halfway mark or takes very long to reach halfway or fluctuates as u drive. Chances are thermostat is stuck open hence temp wont heat up properly.
If that is all good then check the cable that adjust heater core as bludger suggested.

Once ur car is in operating temps (at least a 15min drive), switch it to heat, turn on the blower to I or II and make sure the ventilation slider is in the closed position.
