do i have to go the rta and get it registered for a b16 or b18 if i put in a 1.5 eg? pretty sure i dont have to but i know i have to get an engineering certificate if the engine is a certain percentage over the original engine.

Yes, you also need the receipt and importation papers (if the engine is not locally made) to verify that the new engine came from a clean car

You need receipt that shows that the engine is not stolen, or if you buy engine private seller, make sure that they unregistered the engine from there car.
provide receipt of engine purchase, blueslip for change of engine number. b16 into 1.5l is ok as displacement increase is under 15%
b18 may need engineers as displacement is over 15%.
Your old motor for example is 1.5l D15b 1493cc increase it by 15% = 1716cc
B18c is 1797cc
