What do these connect to?

I bought an EG thursday last week. It has had the engine replaced as the other one died. The new motor has trouble starting. I have had a look and this is the only thing I can see that is not connected. Can someone tell me what this is and where the 2 hoses connect too? I have pulled the carby off to have a better look still no luck. It's a 1.3L carby motor.

This is a vaccum valve that connect to the carbie

There should be a label stuck to the underside of the bonnet (I say should be) that gives a diagram of where all those small hoses connect to. Each hose (if it's still OEM) will have numbers printed along it to correspond with the diagram (hopefully)

Na no markings on the hose, and no label under the bonnet.
