planning to do sone head work including cams, and my mechanic is saying I need to change my timing belt to a performance belt, however I just had a major service less than 1000k's ago and had a new belt put in. Do I need to change to a performance belt?

Are you going to increas the power substantially or increase your rev limit substantially? If not then i don't see why you would desperately need to chage the belt again so soon - in saying that its not a bad idea to have one on hand just incase there is any damage to the belt on removal and then re-install, just in case.

no need to change your timing belt.
the OEM Honda timing belts are known to last long for basic mods/head work.
i have a all motor build B20vtec and im using oem belt ftw without any issues.
has had a couple of track/drag days and used as a daily ...so no issues there.
i agree with Senna - if your belt shows sign of wear (even though its just been replaced) then why not replace them.
Gates/spoon/aftermarket belts do the same thing as the OEM honda, only difference is the colour, bling, brand, price.
maybe its thicker by a millimeters - but wont make a diff if its fitted correctly.
loose belts etc which will cause any belts to snap anyways.
just my two cents.

I'm also using OEM belt on my B16A + head build. No problems so far at 9,000RPM.
If your belt was due I'd say sure, go for it if you want, but not necessary for some head work IMO.
