just need this japanese vin tag translated please

just need to find out the build month from this vin tag, for a rwc

my car isnt using this vin anymore so no gain from using it

I have no idea how to translate that VIN, if you find out id like to know aswell.

The white tags on the seatbelts give you an idea around what time it was built, usually a few months after the seatbelt date.

JDM tags are not encoded, one of mine reads EF8-10000xxx. So if you knew which factory the EF2 was made (Suzuka plant? Where the EF8's popped out perhaps?) and you found out how many they made a year then perhaps you could narrow it down.
For example, lets say they made 50,000 EF2's a year, that would put your car somewhere around the months of Feb/Mar 1990...
