Real quick question, do gutter rash affect road worthy?

Its just a rash, its pretty noticeable though. but its just a rash of scratches on the rims.
Another question is is it possible to add the blue ring to any other rim or only some that are specified??

pretty sure its called a lip. If the rash is that bad there are DIY threads on here and on the internet on how to fix it
